Working mothers in Singapore can tap into a range of financial support measures, from enhanced parental leave schemes to tax reliefs designed to lighten the load. Here’s a breakdown of the key initiatives available in 2026.
Enhanced Shared Parental Leave (SPL)
From 1 April 2026, eligible working parents can share 10 weeks of Shared Parental Leave, up from 6 weeks in the previous year. This leave can be taken flexibly within 12 months of the child’s birth and is capped at $2,500 per week. For parents who do not qualify for SPL under their employment arrangements, the Shared Parental Leave Benefit (SPB) scheme provides equivalent income support.
Government-Paid Maternity Leave
Working mothers are entitled to 16 weeks of Government-Paid Maternity Leave if their child is a Singapore Citizen. For the first two children, the government reimburses the employer for the last 8 weeks; for the third and subsequent children, it reimburses all 16 weeks, capped at $10,000 per 4 weeks. Mothers of non-Singapore Citizen children may be entitled to 12 weeks of maternity leave under the Employment Act.
Working Mother’s Child Relief (WMCR)
WMCR provides tax relief for working mothers with taxable earned income who maintain a Singapore Citizen child. For children born or adopted on or after 1 January 2024, relief is a fixed dollar amount based on the child’s order:
Child Order | WMCR Amount |
1st | $8,000 |
2nd | $10,000 |
3rd and beyond | $12,000 |
The total WMCR claimed across all children is capped at 100% of the mother’s earned income. For children born before 1 January 2024, WMCR is calculated as a percentage of the mother’s earned income: 15% for 1st child, 20% for 2nd, and 25% for 3rd and beyond. Note that the total amount of all personal tax reliefs claimed, including WMCR, is subject to an overall cap of $80,000 per Year of Assessment.
Other Tax Reliefs for Working Mothers
Grandparent Caregiver Relief (GCR): Working mothers who engage their parents or grandparents (including in-laws) to care for their Singaporean child aged 12 and below may claim $3,000 in relief.
Qualifying Child Relief (QCR): Parents can claim up to $4,000 per child for qualifying Singaporean children, with the relief shareable between spouses.
Parenthood Tax Rebate: A one-time rebate of up to $20,000 per child can be used to offset income tax payable. Any unused amount can be carried forward or transferred to the spouse.
Key Considerations
The $80,000 personal income tax relief cap has raised concerns about its impact on working mothers with multiple dependents, as claims like WMCR, Parent Relief, and CPF Cash Top-up Relief can quickly exceed the limit. The government has reaffirmed its commitment to supporting parenthood while maintaining a progressive tax system, emphasising that most working mothers can still benefit fully from WMCR without being affected by the cap.
